TERRE HAUTE, Ind.  – A former Terre Haute pastor filed a federal lawsuit this week against the Vigo County Sheriff’s Office, as well as Lieutenant Scott Brown.

Chris McKinney claims Brown used excessive force while being taken into custody on April 12th this year.

Brown arrested McKinney on a felony count of resisting arrest.

Court documents show that McKinney is seeking $700,000 in damages.

McKinney claims that Brown reinjured a surgically repaired shoulder.

McKinney claims he was awakened to the sound of his dogs barking that morning and went outside to investigate. He got into his car and followed a suspicious vehicle that drove by his home.

He then later pulled up to a Deputy Browns vehicle to speak with him. He then drove back to his driveway with the deputy following with his lights on. McKinney called State Police to ask for a Trooper. He says that Brown while on the phone with State Police, Brown hit him and another Deputy tazed him.

Brown claims that McKinney was combative, verbally abusive, sprayed gravel on his department vehicle as he pulled away at a high rate of speed and ran a stop sign and that McKinney refused to stop until he returned home.
